Attorney Phillip J. Cohn is a Member of the Firm and Chair of the Education Law Group. Attorney Cohn is admitted in both Connecticut and New York, and he has extensive legal experience in representing students with and without disabilities.

Attorney Cohn handles many areas of education law, but he has a special interest in cases involving students with emotional disabilities. He has extensive experience fighting for students with emotional disabilities and resolving cases involving out-of-district placements, including residential programs. Attorney Cohn prides himself on making sure that school districts recognize and acknowledge that mental health issues fall under the purview of special education. He also believes that all parents should be made aware that school districts may be responsible for providing and paying for out-of-district placements under certain circumstances, such as in an appropriate therapeutic day or residential schools.

Attorney Cohn also provides legal consulting regarding tuition reimbursement, i.e., factors and circumstances that may render out-of-district, unilateral placements (such as day schools and residential programs) appropriate under special education law.

Attorney Cohn presents seminars on educational law and children’s rights to parents, advocates, educational consultants, and educators. Notable speaking engagements have included “Special Education Law: Attorneys Representing Parents and School Boards Discuss the Issues,” and “Navigating Tuition Reimbursement under Special Education Law: What Every Educational Consultant Needs to Know.”

Attorney Cohn attained his B.A. from Brandeis University, where he graduated magna cum laude with high honors. He obtained his Juris Doctor degree from St. John’s University School of Law.
